Manila, Philippines - Local Water utilities Administration (LWUA) Administrator Rene Villa should not be made guilty because of mere association with Janet Lim-Napoles who is accused of masterminding the R10-billion pork barrel scam, Malacanang said yesterday. Deputy Presidential Spokesperson Abigail Valte said the Palace is confident that Villa will be able to answer the allegations hurled against him. "It's not guilt by association but there has to be a tangible act that is being accused of someone to make that person answer," Valte said. "So far, we've not heard of any specific allegations against Chairman Villa and I am quite certain that he would be ready to answer should there be any," she said.
