Laoag City, Ilocos Norte– The whole province of Ilocos Norte and some towns in Cagayan experienced brownout when Typhoon Vinta made landfall in extreme Northern Luzon late evening of Thursday. However, the National Grid Corporation of the Philippines (NGCP) was able to restore the power supply to affected areas as of 10 a.m. of Friday. Ilocos Norte Governor Imee Marcos has begun on-the-spot monitoring and assessment to the damage left by the typhoon in the province. As of 12 noon yesterday, the Provincial Disaster Risk Reduction and Management Council (PDRRMC) said that the typhoon hit at least 71 barangays from 14 towns and cities of the province, displacing at least 368 families or 1,777 persons.
