Negros' 'Excellent' Local Governance Recognized Dec 18th 2012, 08:34 BACOLOD CITY, Negros Occidental (PNA) - Negros Occidental province and the cities of Silay and Sagay recently bagged nine "Excellence in Local Governance (EXCELL)" Awards given by the Department of Interior and Local Government (DILG) in recognition for their exceptional performances as local government units (LGUs) in the region.
