Typhoon Vinta to leave PAR Friday afternoon Nov 1st 2013, 04:07 Typhoon Vinta is expected to be outside the Philippine Area of Responsibility (PAR) Friday afternoon, according to PAGASA. The Western section of Northern Luzon might still experience strong rain this All Saints' Day. Overcast skies are expected in northern and central Luzon and in some parts of the Bicol region in the next two days. Light rains and possible thunderstorms are a possibility in these areas, exept for some parts of northern Mindanao where overcast skies are expected.
