The Supreme Court has allowed a three-term mayor of a Catanduanes town to serve a fourth term, saying the three-term limit rule could not be applied to him because his second term was interrupted. In a 35-page ruling penned by Associate Justice Presbitero Velasco Jr., the high court sitting in full court set aside rulings by both the Commission on Elections and the regional trial court of Virac, Catanduanes that declared Mayor Abelardo Abundo ineligible to run in the May 2010 mayoral elections.
