Philex asks MGB to let it resume operations at Padcal mine Feb 6th 2013, 12:20 Philex Mining Corporation is hoping that the Department of Environment and Natural Resources' Mines and Geosciences Bureau (MGB) will allow it to resume operations temporarily at its Padcal Mine in Itogon, Benguet, where a leak in one of the tailings ponds spilled millions of metric tons of mine waste into nearby waterways last year.
