Olongapo Administrator Blames Nat'l Gov't Offices For Bloated Power Debt Feb 16th 2013, 12:00 OLONGAPO CITY, Zambales - The City Administrator here disclosed yesterday that the reason that the local government unit (LGU) incurred the debt to the Power Sector Asset and Liabilities Management Corp. (PSALM) due to requests of free electricity from national government agencies like the Philippine National Police (PNP) and the Department of Education (Deped), among others.
