Commission on Elections chairman Sixto Brillantes Jr said Monday that the rift between the Smartmatic-Total Information Management and its technological supplier, Dominion Voting Systems, may prevent a review of the poll machines' software source code. The failure may in turn lead to the upcoming elections being conducted manually. In an interview with reporters, Brillantes said the source code is now with the Systest Lab Inc, an international certification entity, but it might not be released without the consent of Dominion. ...
