MULANAY, Quezon - The Pinag-isang Lakas ng mga Magbubukid sa Quezon (PIGLAS-Quezon), a militant peasant group, criticized the other day the national government's plan to use the coconut levy fund for what the group dubbed as the "bogus Comprehensive Agrarian Reform Program Extension with Reforms (CAPER)" in this town.
