After being put on the back burner for more than a month, the Freedom of Information (FOI) bill finally moved at the House plenary on Monday afternoon. Eastern Samar Rep. Ben Evardone, chairperson of the House public information committee which approved the bill last November, delivered his sponsorship speech on the measure after 184 lawmakers showed up during Monday's session—enough to muster quorum. The quorum was attained after House Speaker Feliciano Belmonte Jr. sent text messages to lawmakers on Sunday asking them to attend the session on Monday afternoon. ...
