SENATOR Miriam Defensor Santiago asked the public on Friday to file a petition with the Supreme Court questioning the constitutionality of the distribution of huge sum of money to high officials at yearend using agency savings.Santiago said she would love to argue her case before the magistrates but she might be called anytime for duty at the International Criminal Court based in The Netherlands."I hope that a lawyer's group would file such a petition under the principle of transparency," she told reporters. ...
