The House of Representatives failed on Monday night to vote on the reproductive health (RH) bill despite a categorical directive from President Benigno Aquino III for the House to decide on the controversial measure once and for all. Lawmakers opposing the RH bill, formally known as House Bill 4244, managed to prolong Monday's plenary session, which lasted for over five hours, by repeatedly proposing amendments and calling for a nominal vote on these proposed changes to the measure.
