Top Philippine telcos ordered to refund subscribers Nov 21st 2012, 04:10 Manila (Philippine Daily Inquirer/ANN) - The National Telecommunications Commission (NTC) has ordered the Philippines' top telecommunications firms to refund millions of subscribers after finding that the telcos have been overcharging customers for text messages.
