In 1998, progressive groups like Bayan opposed the government's "reformist" tack of having a party-list system. However, the world has turned as Bayan ran for Congress in 2001 as a party-list group. Since then, groups claiming to represent society's different sectors have mushroomed and have lined up at the Commission on Elections to be accredited to run in the polls.
