Comelec Postpones Plebiscite For HUC Nov 29th 2012, 11:16 CABANATUAN CITY, Nueva Ecija (PIA) - Commission on Elections (Comelec) has decided to postpone the conduct of a plebiscite in Cabanatuan on December 1 that will ratify its conversion from a component to a highly urbanized city (HUC) following several legal uncertainties arising.
